The mission of the Baltimore City Public Schools Counseling Program is to provide a quantitative and qualitative comprehensive counseling program that addresses the personal/social, academic, and career development of all students. School counselors are professional school advocates who support student achievement. In collaboration with educators, parents/guardians, and the community, school counselors create a support system to ensure that all students in the Baltimore City Public School System have access to higher education and are prepared with the skills and knowledge to contribute to their fullest potential as productive members of society.

Ms. Baldwin, our School Counselor, is a beacon of light at EMAPS. Her positive demeanor and team spirit has a major impact on the school’s culture.
Ms. Baldwin’s responsibilities includes:
- Organizing Positive Behavioral Intervention and Support Trips
- Organizing High School and College Trips
- Monitoring Student Progress Towards Transitioning
- Coordinating Good Attendance Trips with Attendance Monitor
- Serving as a Member of the Administrative Team
- Planning Transition and Award Ceremonies
- Serving as Hospitality Committee Chair
- Serving as Student Support Team Chair
- Facilitating Individual Counseling Sessions
- Developing and Implementing Individual Student Plans (ISP)
